Cardiff’s New Approach to Homelessness: A Step Forward or a Step Back?

In February 2025, Cardiff City Council introduced a policy to begin housing homeless individuals outside the city in neighboring local authority areas. This decision comes as the city faces an ongoing housing crisis with thousands waiting for affordable accommodation. While the move has sparked debate, it offers a potential solution to the overwhelming demand for housing in Cardiff, where the temporary accommodation is full and social housing is scarce.

The policy aims to make better use of private rented accommodation, especially in areas with more available housing options. According to Cardiff Council, this shift is necessary to alleviate pressure on the local housing system and to help people transition from temporary to permanent homes more quickly. The decision, which follows a consultation in 2024, saw more than two-thirds of respondents in favor of utilising housing outside Cardiff.

However, some critics argue that moving homeless individuals away from the city could create further challenges for other councils already struggling with their own housing shortages. A senior councillor from a neighboring area voiced concerns, stating that this decision may strain resources further as other authorities are left with fewer options to help their homeless populations.

Despite the controversy, it’s important to recognise that many of Cardiff’s homeless residents originally come from outside the city. Thus, relocating individuals to areas where they have roots might help in reconnecting them to support networks and resources, facilitating a smoother transition to permanent housing.

As Cardiff moves forward with this policy, the broader implications for homelessness across Wales will remain a topic of ongoing discussion. The success of this initiative depends on its execution and the continued collaboration between local authorities to ensure the well-being of the homeless population.
